Since 2022, Neocase has been supporting the French Ministries of Economy and Finance (MEF) in the implementation of ARC, an application dedicated to the recruitment and renewal of contract agents within the central administration.
The objective: to automate and digitize procedures, reduce recruitment timelines, simplify administrative exchanges, and offer centralized tracking for all stakeholders, while ensuring a high level of regulatory compliance (GDPR, RGS).
This feedback, based on the responses of Mr. Florent Rode, Deputy Head of Human Resources for the Central Administration (SRH2) – Human Resources Department (SRH) – General Secretariat (SG) of the French Ministries of Economy and Finance (December 2025), highlights the challenges, deployment, security, results, and user satisfaction.
How ARC addresses the MEF recruitment challenges
ARC meets three initial objectives, shared by both contract candidates and the HR managers of the MEF.

First, ARC enables the automation and digitization of recruitment and renewal procedures for contract agents.
Then, it contributes to reducing recruitment timelines and simplifying the administrative procedure, from the pre-selection of the contract candidate to the end of their probation period.
Finally, ARC provides centralized tracking of recruitments and renewals, accessible to all stakeholders within a single application.

The application also meets HR reporting needs through the production of statistics (gender distribution, recruitment timelines), making it easier to communicate about day-to-day recruitment activity at the ministerial level.
A gradual deployment supporting change management
The extension of ARC to all contract agents within the central administration was carried out progressively, through successive deployment waves.
“The rollout of the ARC application was carried out in successive waves, making it possible to support the users of each wave as closely as possible.”
Each user received dedicated training, provided by the project owner, before being granted access to the tool. After each wave, discussion sessions were held to answer questions and collect proposals for improvement.
“The proposals were subject to feasibility studies before being implemented in an optimized version for the following wave.”
This approach is fully aligned with a continuous improvement logic.
Compliance, security and data protection
ARC is part of the “Dites-le nous une fois” (Tell us one) approach and complies with regulatory requirements in terms of security and personal data protection.
“ARC is a centralized application shared by candidates and the various recruitment stakeholders, reconciling the pooling of files with respect for the fundamental principles of the GDPR.”
Very strict visibility criteria apply to the data and documents submitted by candidates.
The application also meets the requirements of the General Security Framework (RGS) and was granted security accreditation on May 30, 2024, renewed on July 2, 2025.
HR steering and analytics
ARC provides analysis reports on processing times, the number of cases, and their type (recruitment or renewal).
“The analysis reports provided by ARC partly meet our needs; their future integration into the data lake of our HR steering tool (POLARHIS) will, however, make it possible to produce a greater number of analytical data.”
As mentioned earlier in the article, the application also meets HR reporting needs through the production of statistics (gender distribution, recruitment timelines), making it easier to communicate about day-to-day recruitment activity at the ministerial level.
Integration into the MEF information system
ARC is fully integrated into the MEF information system and interacts with several key applications.
“ARC is automatically interfaced with Passerelles, which is itself interfaced with Choisir le Service Public.”
When a candidate is pre-selected, their file is automatically transferred into ARC and a candidate space is created.
The application is also interfaced with the agent’s digital file (GAUDDI), accessible via SIRHIUS, allowing documents to be checked, renamed, and converted into the expected formats.
User satisfaction and institutional recognition
A survey conducted in December 2024 among HR managers shows high satisfaction, after an initial learning phase linked to the complexity of the processes.

ARC was also presented at an interministerial level during an event organized by the DGAFP, generating strong interest in this innovative tool, which does not currently exist in other French ministries.
Conclusion
ARC, deployed by Neocase and Cegid Talentsoft for the MEF, automates and digitizes the recruitment of contract staff, reduces timelines, simplifies administrative work, and centralizes tracking for all stakeholders.
The solution complies with GDPR and RGS requirements, was accredited in 2024 and 2025, is integrated with Passerelles and SIRHIUS/GAUDDI, and is widely praised by its users — with recognition from the DGAFP confirming its reference status in the public sector.
Next steps: the integration of POLARHIS and the SIRHIUS payroll API is planned. This will further strengthen HR steering and information system continuity.
